The European Commission has presented the European Technological Sovereignty Package, a major initiative designed to reinforce Europe’s digital independence, competitiveness, and resilience in an increasingly technology-driven world.
Announced on 3 June 2026, the package combines several strategic initiatives focused on semiconductors, artificial intelligence, cloud infrastructure, and open-source technologies. Together, these measures aim to reduce the European Union’s reliance on external suppliers while strengthening its capacity to develop and deploy critical digital technologies within Europe.
Among the key components are the proposed Chips Act 2.0, the Cloud and AI Development Act, and new support measures for open-source ecosystems. The package seeks to expand Europe’s technological capabilities, improve digital security, and support innovation across Member States.
One of the most significant elements is the Cloud and AI Development Act, which introduces new approaches to assessing digital sovereignty in cloud services. The proposal is expected to influence how public administrations and businesses evaluate digital infrastructure, manage data, and select technology providers.
The initiative also aligns with broader European efforts to accelerate artificial intelligence adoption while ensuring secure, trustworthy, and sustainable digital development. Increased investment in data centres, AI infrastructure, and advanced digital services is expected to play a central role in achieving these objectives.
For small and medium-sized enterprises, the package presents new opportunities to access innovative technologies and strengthen competitiveness. At the same time, organisations will need to remain informed about evolving regulatory requirements and digital governance frameworks.
